Where can I find rules for organizing events in Eindhoven?

The Eindhoven Welcoming and Safe Events Permit Policy, adopted by the City Council in 2017, outlines the general rules for organizing events in Eindhoven. It provides information about event categories, the application procedure, the assessment of permit requests, the conditions and regulations for granting permits, and the processes for supervision and enforcement.

Where can I find information about venues for organizing an event?

The Municipality of Eindhoven offers many interesting and attractive locations for organizing events. In 2015, profiles were created for several sites suitable for hosting events. These location profiles describe the possibilities and characteristics of each site, including the maximum number of events per year, noise standards, and closing times.

If your location is not listed here, the closing times and noise limits on page 36 of the Eindhoven Welcoming and Safe Events Permit Policy apply.

What do I need when applying for an event permit?

When applying for a permit, you must submit the following:

  • A site plan: A scaled drawing of the event site that includes a north arrow.
  • A safety plan: A document describing what you plan to organize, how the event will be structured, the potential risks, and the measures you’ll take to ensure safety during the event as much as possible. 

Depending on the nature and size of your event, you may be asked to provide:

  • A mobility plan: A plan showing the expected modes of transportation to, from, and around the event site for visitors, organizers, suppliers, emergency services, and facilities such as parking areas.
  • A traffic plan: If you need to close a street, regular traffic must be diverted. For this, you’ll need a traffic plan detailing the traffic measures (closures, detour routes, traffic signs, crossings, etc.). Depot Eindhoven can assist with this. For more information, email info@eindhoven247.nl.
  • A care plan: A plan detailing expected medical needs and risks, the measures to be taken, and information about the event’s medical organization, first-aid post, etc.

It is also possible, for a fee, to outsource the permit application and/or the preparation of the required plans to Eindhoven247.

Where can I find more information about event safety?

You can find more information about event safety in the Dutch Event Safety Manual (NHEV). The NHEV is a compilation of knowledge, regulations, standards, and best practices in the field of event safety.

What does it cost to apply for an event permit?

The fees payable depend on the size, nature, and location of your event. The applicable fees are listed in the Regulation on the levying and collection of fees for permits and related services.

The following amounts apply for 2025:

  • Notification of a small event: €0
  • Category A event (regular event): €518
  • Category B event (event requiring increased attention): €2,588
  • Category C event (high-risk event): €25,875

Am I permitted to serve alcohol during my event?

If you plan to serve low-alcohol beverages at your event in a public space, you may, in some cases, need an exemption under Article 35 of the Alcohol Act. You can apply for this up to four weeks before your event.

Low-alcohol beverages are those with an alcohol content of less than 15%. Beverages with an alcohol content of 15% or higher are considered strong alcoholic beverages. An exception to this rule is wine—including fortified wines such as port and sherry—which are always classified as low-alcohol beverages, even if their alcohol content exceeds 15%.

What can I do to prevent the normalization of drugs at my event?

Starting with the 2025 event season, the Municipality of Eindhoven, together with event organizers, will place greater focus on denormalizing drug use in society, and specifically during events.

Through the regional "SKIP die TRIP" project, its associated guidelines, and a specially developed communication campaign, the Municipality of Eindhoven aims to collaborate with event organizers to achieve this goal.

Where can I find more information about amenities and facilities for events?

  • Electricity: Several locations in Eindhoven have electrical or power cabinets available to supply electricity for events and other purposes. More information can be found at Easy Power Supply. The locations of public power points can be found here.
  • Water: If there are no water connections, or if existing connections are insufficient at your location, you can request an event connection from Brabant Water.

What do I need to consider in terms of the environment and sustainability for my event?

Eindhoven is working toward a sustainable future. Climate deals have been concluded with various sectors, including the Climate Deal for Events.

  • Cleaning: The event site must be left clean after your event. You must also take measures to limit pollution of the site (for example, by placing bins).
  • Plastic: At open events, visitors will have to pay for disposable cups and containers made of plastic from July 1, 2023. Visitors must be able to use a reusable alternative with a return system, or a cup or container they have brought themselves. Open events include, for example, a fair, a marathon, or an open city event such as Carnaval. For closed events, the regulations will apply from January 1, 2024. Closed events are events at a location with a fence. For more information: less disposable plastic.
  • Balloons: Releasing balloons seems very cheerful and festive. However, it has adverse consequences for people, animals, and nature, which is not in line with Eindhoven's sustainability ambitions. That is why releasing balloons is actively discouraged in our municipality. Fortunately, there are plenty of alternatives. More information and alternatives can be found here

It is important that all residents, with and without disabilities, can fully participate in our society. Together, we strive for a physically, socially, and digitally accessible city. When do I not need to apply for an event permit or submit a notification, but is another action required?

Promoting a product or service
Permits for promotional stands are issued by the Municipality of Eindhoven. Information about this can be found here. For more information, please send an email to apv@eindhoven.nl.

Selling a product during an event
If you want to sell a product during an event, please contact the organizer of the event in question.

Organizing a private event on your own property

You do not need to submit a notification or apply for a permit for a private event on your own property. The event can take place if you comply with the environmental permit for your location. If a tent is erected for more than 150 people, you must submit a fire safety notification to omgevingsloket@eindhoven.nl.

If you expect the noise to exceed the permitted levels, you can apply for an exemption.

Organizing an exhibition in a public space

To place a temporary object in a public space, such as an exhibition, you can apply for a public space use permit. For more information, please send an email to vor@eindhoven.nl.

Organizing a demonstration or event

You must report a demonstration or event in advance.

Declaration of no objection

If you are organizing a tour or competition that does not start or end in Eindhoven but does pass through the city, you will need permission from the Municipality of Eindhoven. This is called a Declaration of No Objection. You must apply for this declaration at least 8 weeks before the start of the event. See Aanvraagformulier Verklaring van geen bezwaar.

If your tour starts or ends in Eindhoven, you will probably need an event permit.
